<p>ABC news Economics Writer Christopher S. Rugaber reports that job openings are stuck at near-record lows, and that despite some economic recovery, most companies are still reluctant to hire. He notes that many economists worry that volumes of job openings will not  increase for up to 15-19 months, as was the case for the 1991 and 2001 economic recoveries.</p>
<p>Phil Haynes, Managing Director of Open Talent Network AllianceQ, says that he has seen a spike in the hiring of contract recruiters, which is a positive sign &#8211; since &#8220;the recruiters come before the jobs.&#8221;</p>
